One Horton Heath

New Infrastructure for Eastleigh BC

Eastleigh Borough Council are working on a new development, One Horton Heath, to the west of the present Horton Heath set in 310 acres running alongside Burnetts Lane and Chalcroft Business Park to the south and Allington Lane to the north. Once complete, One Horton Heath will provide 2,500 homes, a new local centre, primary school and sports field, three new commercial hubs and a host of connected spaces and informal areas for wildlife.

As part of the Council’s infrastructure first commitment, Mildren Construction were appointed to build three new roundabouts on Bubb Lane, Burnetts Lane and Allington Lane along with a new link road between Bubb Lane and Burnetts Lane. The Bubb Lane to Burnetts Lane link road and roundabouts were open to traffic in Spring 2021.New north and south access to the site will follow.

 

The works

Segment 1 comprised two new roundabouts being constructed on existing roads (S278), and new carriageways built across existing fields (S38). Works have also included drainage basins, utility diversions, road lighting and landscaping to S278 areas.

Segment 2 comprised a new roundabout, new carriageway, drainage basin, utility diversions, road lighting and landscaping to S278 areas.

Segment 1 is located on the existing Bubb Lane and Burnetts Lane. Segment 2 is located on Allington Lane.

Segment 1 – Bubb Lane S278 Works

  • Full depth breakout of the existing Bubb Lane
  • Working around the existing oil pipeline (the diversion was completed by others)
  • New carriageway, including tie-in to existing Bubb Lane
  • New SW drainage network, including hydro brakes
  • New drainage basin, including headwalls
  • Surface water attenuation crates
  • New footways
  • Landscaping
  • New road lighting columns
  • New signage and lining
  • Trenching, backfill and attendances associated with the diversion of the existing services

Communicating with our neighbours

All works were undertaken on a busy public road network. Wessex Vale Crematorium is accessed from Bubb Lane, adjacent to the Segment 1 works, and great care was taken to ensure that access wasn’t disrupted, that the roads were kept clean and the noisy works were minimised in the vicinity.

Charlcroft Business Park is located adjacent to the Burnett’s Lane work and another Business Park is served by Allington Lane where new junctions were built. We communicated with locals through letter drops, newsletters and our community website, shown below.

We managed various mains services and utilities traversing the site:

• Potable Water
• Gas
• BT
• Virgin Media

Community Initiatives

We became friendly with a number of local residents, including Dolly the rabbit. Dolly received some pipe offcuts which are now used as her rabbit warren. See picture.

It’s great to see this vitally significant scheme for Horton Heath get underway. Mildren Construction have a good
understanding of, and relationship with, the local supply chain and we are keen to work with them to ensure the road construction achieves economic benefits locally.
